According to Sky News:

The US embassy in London owes £14.6m in unpaid congestion charge fees, figures have revealed.

Unpaid fees and fines amassed by all embassies in the capital have been published by Transport for London (TfL).

A spokesperson told FNN:

The USA is not liable for the congestion charge as all our diplomats drive on the right side of the road and therefore can't be held accountable for the congestion charge, which is based on driving on the left.

We are sending the £14.6 million to the Ukraine instead.

EU spokesperson Ursula Von Richthofen agrees with the US stance:

Brexit Britain persists in driving on the wrong side of the road so our diplomats have also been instructed not to pay the congestion charge.
