The Spectator reports:

Royal Mail has been fined £21m by Ofcom after delivering almost one in four first-class letters late.

A spokesperson expained:

These letters were actually sent by our new Quarter-class mail service, which means that a quarter of all letters sent using this service will arrive late.

It's just not clear which quarter your letter will be in.

Feedback from our customers suggests that it's fun gambling with their mail delivery.

Like the popular Postcode Lottery, in this case someone turns up at your house (i.e. your postie) and celebrates with you when your letter has been delivered within one day and commiserates with you when it hasn't.

Posties are all being trained in 'commiseration dynamics' - a new training course offered by Meghan Enterprises and Harry (MEH).

Quarter-class letters are also only delivered once every four days.
