Russia has been 'capable' of attacking NATO since NATO was established.

Remember, NATO was established to 'defend' against the 'capability' of the perceived post-WW2 Soviet threat.

But capability is not intention - otherwise every country would need nuclear weapons to counter the 'capability of the USA' - so this is just another nonsense warmongering headline presumably designed to support German re-armament and the steady re-establishment of the Fourth Reich.
