According to Sky News:

Up to €800bn could be "mobilised" by a plan called REARM Europe, the EU Commission president has said.

Speaking after a meeting of European leaders in Brussels - including Ukrainian President Volodymyr Zelenskyy - Ursula von der Leyen said there was a fresh resolve among EU nations and Britain.

She said there was a "clear and present danger" and Europe was determined to "act with the scale, the speed, and the resolve that this situation demands".

Apparently there was not a clear and present danger when Russia originally invaded Ukraine but now there is given that the USA is threatening to stop backing Ukraine with unlimited funding.

After doing nothing for 3 years but perpetuate the war, the EU is scrambling for 'peace' having failed to bring Russia to its knees and facilitated a catastrophe in Ukraine.

God knows where the €800 billion will be 'mobilised' from - energy savings from switching to US LPG perhaps or the EU economy boost resulting from sanctions on Russia?
