The EU just doesn't like Hungarian President Victor Orban.
It tried to trigger Article 7 back in 2018 but failed to get an absolute majority of members (376) and two thirds of the votes cast and failed again in 2024 when it got 345 votes for the resolution:
Parliament condemns the deliberate, continuous and systematic efforts of the Hungarian government to undermine the EU’s founding values.
Now a group of MEPs are trying again, as reported by Euronews:
Cross-party MEPs demand a complete cut of funds for Hungary, claiming it regressing alarmingly. The European Commission is willing to discuss the use of the budget tool to preserve democracy.

It's pretty clear that this is not really about EU values, it's about Russia.
Hungary is not part of the 'coalition of the willing', wants to keep using Russian energy and generally does not toe-the-line when it comes to Russian and the Ukraine.
Sanctioning Hungary in this way would show that the EU is focused on crushing dissent.
The EU loves diversity when it comes to LGBT+ 'values' but not when it comes to having opinions divergent from the EU.
